The project consists of adapting an open-plan space, with no defined prior use, to accommodate the regional office of the Rural Development Department of the Principality of Asturias in Tineo. A raw space, with its façade openings already defined, is transformed through a precise operation of interior organization, capable of giving order and character to an originally undifferentiated volume.

The proposal is structured around a clear functional logic, placing the entrance at the eastern corner, from Plaza de las Campas, and establishing an immediate reading of the space with the public service counter directly opposite the entrance. At the centre of the premises, the restroom and service core acts as a buffer between the public-facing area and the administrative zone, while also integrating the existing structural columns into a continuous element that organizes the whole.

Workstations are oriented to the south, seeking the best natural lighting conditions, while the more representative spaces (waiting area, office, meeting room, staff changing rooms, and technical rooms) open towards the square, reinforcing the relationship with the exterior. A small staff break room is incorporated adjacent to the administrative area, completing a system of differentiated yet connected spaces, where each area finds its place according to use, light, and its relationship with the surroundings.
